Laggy controls

Everything works great (full sound, amazing framerates) yet my controls are extremely laggy and delayed. I'm currently trying Duke3D, but will end up using this method for Blood so I need to get this working. 
Anyone know what I'm doing wrong? What can I change to make controls responsive? I've tried running in 320 resolution, but the problem doesn't go away. In other words, this issue isn't performance related.
